Our legislative mandate emanates from the Act, which includes the Regulations and the Codes. The Minister may from time to time issue notices to clarify or guide the implementation of the Act, and this is done through the Government Gazette.

In terms of section 14 (1) of the Broad-Based Black Economic Empowerment Act, 2003 (Act 53 of 2003), as amended by Broad-Based Black Economic Empowerment Amendment Act, 2013 (Act 46 of 2013) the Minister of Trade and Industry, has made the following regulations relating to the administration and implementation of the Broad-Based Black Economic Empowerment Act, 2003 as amended and the functions of the Broad-Based Black Economic Empowerment Commission.
